~1.0: The Six Sectors of Millennium City~
1. The Row
The Row is the sector that the law forgot. The Row is the southernmost sector of the city, where it connects to the Slums district at the south and the Bucket district to the west. The Row was once a thriving community, until the arrival of criminal factions in the late nineteen seventies. As the crime rate skyrocketed out of control, decent families moved out and left the area wholly to the criminal element. Even law enforcement and superheroes are reluctant to enter the row. The ruling crime lord, Scarecrow, wages a never-ending gang war with rival factions White Tigers and Ambassadors of Insanity here constantly.
2. North Hills
The name North Hills calls to mind panoramic vistas of gently rolling hills and meadows, where this sector connects to Darkness Falls to the north and the Greenway to the east. In fact, the Hills are the city's center of industry; being a region of towering skyscrapers, elevated bullet train tracks, and traffic clogged freeways. Despite it's heavily industrial nature the Hills do offer some interests for tourists such as the Olympic Industries building, the Paradigm Cola factory, and the Tessa Chemical Factory.
3. Galaxy View Terrace
This lovely and beautiful section of the city lies directly along the western coastline, connecting to North Hills just above it and Steel Beach just below. The Terrace is largely suburban, with rows of quiet and peaceful neighborhoods. It is one of the more tourist heavy sectors, offering such attractions as the Annual Millennium Day celebration, the fabulous Parisian Beach and Boardwalk, the Galaxy Amusement Park, the Penny Arcade Theater, and the waterfront Paradigm City Opera House. Ferries operate six hours a day to shuttle tourists and employees over to the isle of Olympus out in the bay. The Terrace truly is the best place to live in Millennium City despite it's high cost of living because it has exceptional schools and hospitals and is virtually crime free owing to the vigilan presence of it's local superhero team, The Champions.
4. Little Asia
Crowded, rowdy, and always lit with neon Little Asia stands undoubtedly as one of the best tourist sectors in the city, bringing in millions of tourist dollars annually. Little Asia is made up of huge populations of Japanese, Chinese, and Philippines. In addition to Ozaku Sushi which serves the finest and freshest sushi on the entire West Coast, Little Asia draws in visitors with Manne's Chinese Theater, the Hibiki Kabuki Theater, the Asian Historical Museum, and of course the wildly popular triple story Anime Convention Center.
5. Citywalk
Citywalk, located in the very heart of Millennium City, is the sector heaviest in tourist attractions as well as being the seat of the city's government. City Hall, The Mayor's Office, and the District Attorney's office can all be found here. In addition, the Paragon Central Park which is the site of Paragon's personal home, is packed with visitors year round. The Hollywood Walk of Fame, the Mega-Galleria Mall, the Millennium City Sports Arena, and the Citywalk Opera House all serve to entertain the public. The crowning glory of Citywalk is Defender Hall, where the Paradigm City Defenders operate and where up and coming heroes come for training and advice.
6. Olympus
Not a sector in the truest sense of the word, Olympus is the brainchild of super-genius Yoiko Hibiki. It is a city of the future, with technology unobtainable on the outside world. Because the heart of Olympus is the site of Stronghold-the metahuman prison-entrance to the island is only via specific permission. Olympus is governed by Yoiko Hibiki herself, whom lately has become a veritable recluse. Olympus has been entangled in legal battles for the past five years as civil rights groups claim that incarceration in Stronghold constitutes cruel and unusual punishment.
~2.0: The Legends of Millennium City~
1. Paragon, Earth's Mightiest Hero
The six foot five bronze skinned native of Malva called Paragon, for paragon of virtue, first arrived in Millennium City in 1954. Since that time Paragon, using the public name of Alexander Todd, has become the hero's hero. Paragon founded the Paradigm City Defenders, as well as Rearguard. Though he normally only responds to great world threats now-a-days Paragon has opened Defender Hall and himself as a mentor, tutor, and advisor to the new generation of Paradigm City heroes.
2. Melissa Cartwright, Mayor of Paradigm City
Mayor Melissa Cartwright got her start is the private secore by working as a news anchor for KPBC News. After a successful decades long career she made the switch to politics and proved herself to be the rarest of the rare kind of politician: She follows through on the promises she makes or she doesn't make the promise. Direct and honest, Mayor Cartwright refuses to speak in platitudes. Her honesty and her genuine care for the public has set her cleanly on the road to the governorship of California and beyond. Her high profile stance against crime would seemingly make her an almost continuous target for the criminal element but her transparent romantic relationship with Paragon ensures that only the most powerful ( or the craziest ) criminal would ever think of placing her in danger.
3. Michael Moriarity
Michael Moriarity earned his first millions at the amazing age of seventeen, when he took over his father's logistics company. Since then, Moriarity Logistics has become a multi-national Fortune 500 company and thrust the now 28 year old into the public spotlight. A true humanitarian, Moriarity donates half of the company's annual income to charity and further has opened up his home as an educational center for up and coming superhero groups, which includes The Champions and the Paradigm Crusaders.
4. Yoiko Hibiki
The reclusive meta-genius Yoiko Hibiki is famous for being within the top three most intelligent human beings in the world. An engineer and futurist without peer, Yoiko Hibiki dreamed up both the island of Olympus and the Stronghold super-prison. She is the sole designer of all the incredible technology found on Olympus which includes public teleportation transit systems, automated medical response teams, and bioroids; those artificial life-forms completely indistinguishable from humanity.
5. Rictus
Singularly the most dangerous criminal operating within Millennium City, Rictus was once the simple Jerome Ward, a lieutenant in the Asphalt Syndicate and a police informer. When his double dealing was discovered he was set up to be murdered in a chemical warehouse in North Hills. Rather than being murdered, Ward emerged from the rubble with his characteristic deformity, his dislike for children amplified to a pathological hatred, and superhuman abilities. As Rictus, he rules the Asphalt Syndicate without question and is known for going on child slaying sprees throughout the holiday season. In 2012, he was responsible for no less than seventy child killings throughout Paradigm City.
~3.0 Heroes of Millennium City~
Though there are dozens of superheroes operating in Millennium City, two teams in particular have stood out among all the others.
1. The Defenders League
The DL is comprised of the most outstanding heroic operatives from around the world. The team is lead by Paragon and is made up of team leaders Broker, Crusader, Retribution, Shockwave, Warpath, Sentinel, Ultraman, and Doctor Sabre. Though these meta-heroes rarely respond to all but the most serious threats to world safety each one of them has made their time and resources available to up and coming heroes to assist them in their crime-fighting careers. In addition to the team leaders, over 80 heroes around the world proudly wear the League Insignia, the scales of justice on a white field.
2. The Paradigm City Champions
The Champions are singlehandedly responsible for keeping crime rates in Galaxy View Terrace at a historic low, and are popular not only in that sector but throughout Millennium City. They are lead by the brilliant tactician but rarely seen Genesis, whom hides himself away owing to horrible deformities. The team roster is the plant-life controlling White Rose, The fire manipulating Heatwave, The teleporting martial artist Sidestep, the living encyclopedia Arcane, and the gravity manipulating professor, Event Horizon.
~4.0 Criminals of Millennium City~
Because of Millennium City's vast size and financial acumen, it has attracted more criminal elements than any other district in the city. Though new metahuman criminals come and go on a daily basis, the following groups have established a firm foothold in the city and become a thorn for crime fighters across the super-heroic spectrum.
1. Wicked Generation
Wicked Generation is a conglomerate of criminal gangs, each gang lead by a metahuman crime lord, that have pooled their resources together to create one mega-super-gang and today rates as the greatest threat not only to Paradigm City but possibly the entire West Coast of the United States. Involving itself in all sorts of crime from the petty to the world-threatening, the Generation has been making inroads in infiltrating other districts and other cities, such as San Diego, Seattle, and Baja Mexico. The brainchild of the genius overlord known only as Mastermind, the Wicked generation stands on the brink of becoming a full grown criminal empire.
2. Ambassadors of Insanity
Formerly known as Creepshow, the Ambassadors of Insanity are the remnants of the previous gang which was largely absorbed by Wicked Generation. Pulled together by the obviously insane Major Catastrophe the Ambassadors pull utterly bizarre crimes such as robbing toy stores for every Transformer action figure on the shelves or threatening to flood the city streets with peanut butter until their demands--usually things like pizza delivered in thrity minutes or less, or Nike proving they can 'just do it'--are met.
3. White Tigers
The White Tigers gang operates exclusively in Little Asia, where it specializes in strange and mystifying narcotics and battles an unending war against the frequent incursions of Wicked Generation.
4. The Geodesics
One of the foremost meta-powered all female teams in Millennium City, specializing in high tech crimes. They are lead by the invisible Ultraviolet, and the roster is made up of the super strong mace fighter Diamond, the speedster Dart, the light energy manipulating Orb, and the street brawling killer Atomic.
5. Daughters of Eve
The Daughters of Eve rank as the foremost dangerous all female teams in the city. Connected by their abject and unshakable misandry, the Daughters believe that the only way to save the word is to destroy governments and replace it with all female ones. They are absolutely ruthless when dealing with those of the male gender and, worse, are heralded as heroes by extreme feminist groups. Lead by the power armored Ladybug, the roster is the energy blasting Concussion, the mind and emotional controlling Rapture, the shape-shifting Boneyard, the magnetic controlling Magnetite, the mistress of the arcane arts called Ritual, the brilliant engineer Malfunction, and the martial arts mistress Pinnacle.
